At this point we only need the new environment.yml file here

I've cherry-picked this commit over into #3, which is mergable.

I think we do still need libpysal, since many of the notebooks do refer to it... I've incorporated the numba add and the esda removal, but I also think there's esda in a few notebooks, too?
