Remove sit and tweaks refactoring #46

This makes all the changes necessary for the refactorization scheme (function calls in notebooks, changing names, docstring, readme, figure in readme, etc, etc.)

It also removes spatial information theory because of this comment: https://github.com/pysal/segregation/issues/2#issuecomment-498911223

@knaaptime could take a quick look at this PR? This basically updates other parts of the module with the new refactorization.
