update tools/gitcount notebook

This PR updates the
tools/gitcount.ipynb
to play nicely with
versioneer
and is based on the one in
libpysal
.
This is needed as seen in the initial tag+release failure of
v1.3.0
.
I have deleted the
v1.3.0
tag. Once this PR is merged, we retag+rerelease
v1.3.0
.
