This PR:

updates CI envs
- adds Python 3.12
- tests against both Intel & ARM silicon for macOS
- relabels CI environments as per https://github.com/pysal/libpysal/issues/749
- moves dev testing to Python 3.12
testing workflow
- streamlines & modernizes
