New address that is open to the public: 'https://data.cosmic.ucar.edu/gnss-ro/cosmic1/repro2013/level2/2008/001/'

This plus #3 and #4 make a nice upgrade that should probably be solved together. The directory structure and filenames have changed, making the rewrite a little more complicated.
