All the test runs are being skipped.... Can't sort out why.

@jklenzing if you have any insight I'd appreciate it.

It looks like the install is hanging. GitHub Actions has been having issues today, may be worth coming back to tomorrow.

Just tried re-running this. make is getting stuck during the install phase.

cd: src/lib/zlib: No such file or directory

Looks like the issue has resolved itself and this should be ready to go.
