Description

Adding support for TIMED-GUVI's L1C data using inst_id to handle the sensor grid origin and tag_id to handle resolution.

inst_id: imaging and spectrograph tag: low and high

Please delete options that are not relevant.

Bug fix (non-breaking change which fixes an issue)
New feature (non-breaking change which adds functionality)
Breaking change (fix or feature that would cause existing functionality to not work as expected)
This change requires a documentation update

Locally run and tested following pysat guidelines.
