TST: pysatCDF tests #167

Describe the bug pysatCDF is not compatible with the latest version of numpy (1.24), and updates to Github Actions have broken the install for the NEP29 tests.

As this is an optional package, testing via Github Actions will be turned off until a new version that fixes this issue is released.
