ENH: Update clean standards #195

Description

Some of the clean routines have the same method for multiple levels.

Potential impact

Can be confusing to users
Different standards across packages
Would increase the number of warnings thrown

Potential solution(s)

Update similar to pysatSpaceWeather routines, with a user warning when a level is not necessarily supported.
