Description

Addresses pysat/pysat#777

Migrates unit tests to github actions
Updates setup.cfg settings
Modernizes setup file
Adds a numpy cap (for versions not compatible with pandas requirements)
Update badges on readme
Updates info for users on why why these version caps exist

NOTE: testing only engaged for python 3.7 as newer versions are not compatible with current pandas requirements.

Bug fix (non-breaking change which fixes an issue)

Changes to CI settings, so tested there.
