BUG: improve no data in `combine_f107` and `combine_kp` #142

Description

Sometimes a meta bug is raised when it shouldn't be because there should be data but there isn't.

To Reproduce this bug:

Steps to reproduce the behavior: Run combine_f107 with instruments that don't have any data downloaded.

Consider including images or test files to help others reproduce the bug and solve the problem.
