ENH: LASP space weather data #70

Description

LASP provides many useful space weather data sets that we don't currently support. These may be found here: https://lasp.colorado.edu/home/spaceweather/

Potential impact

Is the feature related to an existing problem? Our goal is to provide useful space weather data, so we should support all of these
How critical is this feature to your workflow? Not critical to my workflow
How wide of an impact to you anticipate this enhancement having? Large, this could be a good hook into LASP
Would this break any existing functionality? No

Add instruments for each of the LASP data sets

Alternatives

Not providing these data sets

Can't get the energetic electron forecasts at the moment, because the data is only provided in plot format. Recommend closing this issue upon completion of #115.
