Optimizations

• [x] improve the speed of loading apps on launch
• [x] encrypt and cache response of privileges available
• [x] add a caching (or we can simply check on every launch of an app) mechanism for checking if the device is allowed to run on a device or not
• [x] add functionality to stop geergit from working if the minimum allowed geergit version is less than equal to installed geergit version
