CI: exec bit, shfmt, trailing space, dead links

I'll be extending our CI pipeline shortly

• sh-checker is a wrapper around shellcheck and shfmt and superior to our current shellcheck-action
• trailing spaces (covered by sh-checker/shfmt)
• dead links

Checking for exec bit is a bit more complicated and will need custom CI code. Same for checking bumped (/generally changed) version

this could be used for version check, but needs logic to ensure that this check is only required if the ani-cli file is modified

also semantic PRs to enforce semantic commit messages in PR title, since that's way too many chokes
