docs/community manager -> justchokingaround code review -> port19x & derisis13

There's a lot going on in the repo in general now that I spent some time looking at it. It might be worth to start a docs folder to house contributing.md (also ancient) and hacking_guide.md, maybe disclaimer.md, for example. Then justchokingaround could be the one responsible for that folder.

I'd prefer to retain responsibility about governance and contribution related docs, including the ones you mentioned as well as issue and pr templates
