This is kind of working for documents that are eventually standalone, but go through a non standalone IR (e.g. PDF via latex).

Basic idea is to

determine a filename by the code block (TODO)
write the base64 encoded png to disk (maybe converting to a better format like pdf/eps?)
construct an Para(Image) block
return that up the stack

still need to handle resource cleanup for files that are in the end standalone (PDF) and don't need the intermediate resources anymore.

Ok, much clearer now. We wrap everything in pandoc Image blocks.

Going to a non-self-contained format (e.g. markdown?) is kind of disabled right now, but will work on that soon. All the pieces are there.
