merge community repository #1

This repo is forked from USEPA. We need to merge in any community additions from https://github.com/OpenWaterAnalytics/SWMM

If we need to keep commit attribution, theres a pretty good guide for stitching separate repositories here: http://bugsquash.blogspot.com/2010/03/stitching-git-histories.html -- but this may not be an issue right now.

Ruben is going to migrate his code and submit a pull request to this repo instead of me stitching this together.
