Initial checks to determine LOE to merge updates.

@abhiramm7, @cbuahin, (and @jennwuu), I'm going to leave this PR open. I think our next obvious step is to get our project staged for incorporating usepa-v5.1.15 and usepa-v5.2.x into this project.

@bemcdonnell, I have lost track of things a bit. Could you confirm that test_merge_usepa5115_tag is the USEPA release and that we are attempting to merge it with test_merge_usepa5115? It seems test_merge_usepa5115 is a little bit behind.
