Make contributing easier

Changes

Adds contributing guide
Makes required tox version consistent across files
Adds command to lint files to tox.ini
Adds command to regenerate dependency files

Action items

[ ] add re-compile dependencies command
[ ] clean up where lint and compile dependencies live

I do want to add a contributing guide but it would be universal for all my projects. This PR is changing the processes in ways I don’t want, and I don’t have time to review it properly, so I’m gonna close it.
