Port Code Jam commands from bot #18

This is the first step for #7, as the next step is to incorporate the code jam management system.

This PR also adds aiodns for our http requests, taskipy to make running the bot/linting easier, and a utility for uploading our pastebin output before it is added to bot-core.

Hey @ToxicKidz ! Are you planning to continue this PR? I'd like integrate Code Jam management, for a few commands, and this PR is an essential part of it, and apart from those three tiny things, I believe it's all done, as it was ported over from bot. Update: Got an answer, I'm taking over the PR
