This will set-up the base structure and go through some of the basic boilerplate in setting up a new bot. Whoever implements this should also take care and incorporate bot-core into the base structure.

Important notes:

We will be using disnake for this bot.
Prefix is: &
Implement a basic &ping command to verify structure works and makes sense

Initial bot setup has been added in #10 and bot-core was incorporated in #14.
