Remove blurb code from repo and point to python/blurb #533

Helps https://github.com/python/core-workflow/issues/329.

The blurb code has been moved to https://github.com/python/blurb, let's remove it from here to avoid duplication. And for a while, I also put a README in this repo's blurb/ to redirect to the new home.
