Broken link on the tracker development page #131

There is a broken link on the https://wiki.python.org/moin/TrackerDevelopment page. Where it links to:

http://psf.upfronthosting.co.za/roundup/meta/

in the second paragraph (We have a meta tracker for current). This link doesn't work because of DNS issues.

Possible fix's: Remove link Replace with link to Github Fix DNS
