We hit a GitHub API rate limit in https://github.com/python/typeshed/actions/runs/8206267844/job/22444974739#step:7:230

Let's see how this plays out or if it was only has temporary problem.

We've had that very occasionally before on that test. It's so rare, though, that it doesn't seem to me like we need to worry about it much. YMMV, though (obviously the ideal would be if we could fix it :p)
