Typing spec update: Improve spec for Annotated #32

I'd like to request acceptance of this proposed change to the spec: python/typing#1769. It received thorough reviews from several people already (thank you!). I opened a Discuss thread at https://discuss.python.org/t/proposed-spec-changes-for-annotated/55807 but did not get further responses.
