Deploy plugin on app spot, and add option to download newest jar file

Add a right click option to download the newest jar file from an app engine 
service.

This will make it easier for me to distribute the new jar, without having to 
repackage the whole plugin every time.

Actually, the option to get the newest jar may get pushed back a bit. I found 
that I am able to host the whole plugin on app engine. This means no more 
adding an archive file, but going to check for updates like most other plugins.

The next release will be deployed in this fashion.
