Sort Proposal section in recent creation order in Proposal Section reviewer Admin form #765

Currently the Add form in Proposal Section Reviewer has proposal section listed in ascending order of creation date which makes the new added sections in the bottom of the list. Make this in reverse order so that it is easier to add new reviewers.
