We can create static page similar to https://us.pycon.org/2014/speaking/proposal_advice/

@kracekumar @sivaa Can we get this feature asap before we open CFP for PyCon India 2015.

Add a setting variable to get the URL and display the links in the template.

Can someone explain a bit more what exactly needs to be done here? I think, we want to create a static page that should include the various links to the guidelines. Or is it something else?
