Add description for nomination type #90

It will be nice to link http://pyfound.blogspot.in/2012/10/kenneth-gonsalves-posthumously-awarded.html in https://pssi.org.in/nomination/KG2015/. Unfortunately we don't have a description. Description can have short one liner and link some external links.

Description can be displayed first row in the form.
