Add voting option for KG nominees #95

We should add option for panel to vote for KG award nominees. All the vote should be visible to site admin only. This link should be opened by logged in user

This will take inputs for nominee models and ask person to send invite to 'X' members. Each member get unique link activated for x days. Vote should be captured only after mandatory 20 words explanation.
