Create a vagrant dev-instance #2

Add a Vagrantfile to the repo so that people can try the dev instance locally.

Use Ububtu 13.10/saucy32 for this. The vagrant box for saucy32 is available at:

http://cloud-images.ubuntu.com/vagrant/saucy/current/saucy-server-cloudimg-i386-vagrant-disk1.box
