We need to make it more obvious how to submit a job #24

Now that our job site is about ten screens long, it's not immediately obvious that you need to scroll to the bottom of the page in order to get the instructions which tell you how to submit a job. Can we put something (e.g. in the top-right corner) which links to the readme.md instructions for how to submit a job.
