Add access to /petition/<petition_id>/show_sympa_subscribe_bloc view from web interface #253

Currently there is no way to access /petition/<petition_id>/show_sympa_subscribe_bloc view in the web UI. This is useful to have access to a big text to just copy paste in sympa (newsletter software) to do mass subscription.
