Any objections to versioneer? It's about time we switched to using this imho.

With this and auto-publishing (https://github.com/pytoolz/toolz/pull/487), releases should be super-easy and more regular.

@mrocklin, I finally changed the maintainer of toolz from you to me. Let me know you prefer otherwise. (I'm striving to be a better maintainer of it).
