build quantized kernels for android #3604

The PR fixes the android build failure https://github.com/pytorch/executorch/issues/3601

cmake flag -DEXECUTORCH_BUILD_KERNELS_QUANTIZED is present in ci, but is missing in the Llama's readme when running
