Support for LLVM 14 onwards #6044

Summary:

Documentation:

There were some glow/lib/LLVM IRCodeGen (DebugInstrumentation.cpp, FunctionSpecializer.cpp, and LLVMIRGEN.cpp) deprecated functions since LLVM 8. Where it has been fixed for the support to run on any LLVM.

Test Plan:

Please see a detailed explanation of how to fill out the fields in the relevant sections in PULL_REQUEST.md.
