This PR enables building TorchArrow with PyTorch in GitHub CI. This also allows us to test the functionality of some of the torchtext operators that were added in https://github.com/facebookresearch/torcharrow/pull/271 and https://github.com/facebookresearch/torcharrow/pull/287
