Remove Develop branch #33

NB! This pull request is made from develop against master!

We want to get rid of develop afterwards!

Minimum requirement of Numpy 1.11.0 Add support for OLCI and ASCAT instrument scan definitions Further fix VIIRS scanning and introduce scan_step parameter

After this PR is merged, please delete develop and make master the default branch. Also fix the PR template accordingly!
