Add requests to the requirements as tlefile uses it.

Coverage remained the same at 87.005% when pulling 999eb4e8294b3b04cd37725443aaae3f942dc754 on fix-requests into a8a1900b72024c892c36d1cf4e8ea3b6033f35a7 on master.

We'll need to make sure to add this to the conda-forge package's dependencies too.
