This PR adds an official code of conduct intended for the entire PyTroll project. In the spirit of inclusivity and making contributors feel welcome I thought it would be a good idea to set up an official document. I think PyTroll is relatively a small project so enforcing this may be difficult, but I think it is important that we do our best so this can be established early before it becomes a problem. If any of you (@adybbroe @mraspaud @pnuu) would not like to be one of the contacts for violations, let me know and I'll remove you. I've set up an email list specifically for code of conduct violations on the University of Wisconsin's WiscLists system.
