Downstream package managers can sometimes create prerelease lists (a la https://github.com/conda-forge/dparse-feedstock/issues/8) but then downstream package dependents (such as https://github.com/conda-forge/safety-feedstock/pull/21/files) would be mysteriously difficult to install.
