Re-check repository button at PyUp.io #364

It'd be nice to have a button on the pyup.io website which would basically ask pyup to recheck everything related to a specific repository relatively soon.

It doesn't need to re-check it immediately, and I'd be fine with it being rate-limited. The point is just to add a way to tell PyUp to re-check everything when things seem to have gotten out of sync, like #363.
