The basis of this is that when a terrasteel shatterer without the appropriate upgrade is used to break a block the block isn't broken and the internal mana is reduced to lower it to that rank. By default the maximum rank is B (3x3 mining). A previously existing terrasteel shatterer, one cheated in by JEI, or some other method that gives one missing the upgrade tags will be compatible with the basic recipe for upgrading and upon breaking a block will cancel it and warn you that it is being automatically tiered to give people a chance even if they didn't read the changelog.
Each tier upgrade requires both a magic item but more significantly a GT pickaxe head, gating 5x5 to late HV, 7x7 to late EV, and 9x9 to LuV. 5x5 also requires thaumcraft void metal and 7x7 requires gaia spirits for magical progression gates. Upgrades must be performed sequentially.
