add finos/perspective and timkpaine/ipydagred3 #171

Thanks for adding perspective here (and for your work on it, as it's an amazing resource!).

Would you consider ipydagred3 a data visualization tool, though? The "Graphs and networks" section says it covers "Tools specifically focused on visualizing graphs (networks)", and ipydagred3 seems more about creating and manipulating graphs than a way to visualize graphs. If you think the same users who are interested in the other graph libraries listed already should also consider ipydagred3 as an alternative, then it's ok to list it.

ipydagred3 is very similar to ipycytoscape just uses a different front end (dagre-d3 instead of cytoscape)

Ok, thanks. ipycytoscape was more obvious because it describes itself as "A widget enabling interactive graph visualization", but sure, if they are alternatives, sounds good!
