Switch XNAT for CI tests (#173) #183

Replace Central XNAT as main infrastructure for CI testing as it's being decommissioned. This PR addresses #173 by redirecting/adjusting all CI tests from Central XNAT to (a) a public Central-alike instance (NITRC/IR) and (b) a development XNAT instance.
