Runtime settings

Come up with either a prompt setting or config file, or other Chef mechanism to decide at run-time whether some packages are necessary this time around.

Set things like:

• [x] user home directory (can make a reasonable guess/default)
• [ ] install locations (where appropriate)
• [ ] theme decisions
• [ ] whether a package gets installed or not
