ANT Task to publish artifacts to local Maven repository #163

Impala download tasks rely on the Maven conventions for downloading artifacts. 

Ultimately, Impala artifacts should be published to public Maven repo.

It should be possible to publish artifacts to a local maven repository so
that they can be consumed using the same mechanism.
