Add support for deploying to central maven repository #291

Applies as of r5194

Currently, Impala files can be deployed and used on Maven but not yet from
the central Maven repository.

Need to add support for this.

As of r5319 - appears to be fixed, although will close this off once next 
release is
done.

Fixed since 1.0 RC3 as releases since then have been going into Maven central
