Improve the github flow to release the plugins

Improve the existing flow to release the backstage plugins when they should be released. until now, we release manually the plugins by doing this:

Bump the version of the 3 package.json files (example: 0.1.27 => 0.1.28)
Commit change
New release is created (example: https://github.com/q-shift/backstage-plugins/releases/tag/v0.1.27)
Then the job is triggered, plugins compiled (= tsc, build) and modules published on npmjs
