i recommend waf as the building system (smallest, no requirements, better than scons).

workflow (draft):

an update pulls all these to subdirectories
each one is built, properly (results are either libs or hou plug-ins)
the tools that use the libs are also built
post/install phase: results are collected into a single folder (or straight to the user's hou cfg dir)
